The Erasmus Mundus Master Program in Public Policy (MAPP) is a prestigious, interdisciplinary program designed to equip students with a comprehensive understanding of public policy at various levels, from global to local. Offered by a consortium of top European universities, MAPP provides a unique blend of theoretical knowledge and practical experience, preparing future leaders for careers in public, private, and non-profit sectors. The program emphasizes problem-solving approaches and policy analysis, with a strong focus on European engagements and international contexts. Through its diverse mobility tracks and hands-on practice components, MAPP fosters an inclusive and dynamic learning environment for students from around the world.

Program Structure and Description

The Erasmus Mundus Master Program in Public Policy (MAPP) offers a comprehensive curriculum designed to provide students with a deep understanding of public policy at various levels.


Depending on where students intend to spend their first and second year they can choose between four different mobility tracks:

  1. CEU-IBEI track: Global Public Policy

  2. CEU-YORK track: European Public Policy

  3. ISS-IBEI track: Political Economy and Development

  4. ISS-YORK track: Governance and Development


The program includes a mix of theoretical coursework and practical experience, with opportunities for internships at top international organizations, government agencies, and NGOs. Students also participate in field trips and policy labs to gain hands-on experience.

 

Erasmus Mundus MAPP Program scholarship benefits

A limited number of EMJM scholarships are awarded to the highest-ranked applicants for the duration of the programme (24 months). The EMJM MAPP scholarship covers the following:

  • Full Tuition Fees Waiver

  • Exemption from application fees

  • Monthly stipend of 1400 EUR/month which corresponds to a maximum scholarship amount of 33 600 Euros (24 months).

  • Additional financial support is available for students with individual needs depending on the level of disability/ support needed.


🗒️NOTE, The EMJM Scholarship does NOT cover the following expenses, which must be paid by students:

  • Study Visit, in the range of 600-1000 EUR (depending on the students’ choice of destination), taking place in the spring term of Year 1

  • Winter School, in the range of 600-1000 EUR (depending on the destination), taking place in the winter term of Year 2

  • Travel and visa costs between students’ home countries and the consortium countries, and when moving to Year 2 university

 

Eligibility and Requirements

The Erasmus Mundus MAPP Program is open to international students from both EU and students worldwide and there are no age restrictions, eligible candidates must meet the following criteria:


1. Educational Background

  • Bachelors degree comprising at least three years of studies at a recognized university

  • Must have obtained at least class 2.1 (Upper Second), B+ or equivalent.

  • Normally applicants with a degree in any of the social sciences or equivalent are given preference. Candidates with a Bachelors degree in Natural Sciences or Engineering are not eligible to apply.


2. Mobility Requirements

Physical mobility is compulsory for all enrolled students. Mobility requirements: 2 study periods in 2 different countries, each min. 30 ECTS; both must be different from the country of residence of the student at application/enrollment stage. You are eligible to apply if your residence (at the time of application/enrollment) is different from the countries involved in your study track. (e.g. on the ISS-IBEI track: outside of the Netherlands and Spain). Proof of residence must be submitted before enrollment (such as certificate of residency issued by the municipality, rental contract or utility bills). Compulsory mobility periods cannot be replaced by virtual mobility.


3. Motivation

High motivation and interest in European and international public policy, assessed through a statement of purpose.


4. English Language Proficiency

Applicants will need to provide evidence of their English language skills with any one of the following test scores:

  • TOEFL IBT: 95 or above;

  • IELTS – Academic: 7 or above,

  • Cambridge C2 Proficiency: C2 or above,

  • Cambridge C1 Advanced: C1 or above,

  • Duolingo English Test: 130 or above.


Exemptions

I). applicants who are citizens of the following countries, provided that they have received a Bachelor’s or Master’s degree taught exclusively in English:

( Australia, Botswana, Canada, Gambia, Ghana, Ireland, Jamaica, Kenya, Liberia, Malawi, Namibia, New Zealand, Nigeria, Philippines, Rwanda (English-speaking region), South Africa, Tanzania, Trinidad and Tobago, Uganda, UK, USA and Zambia)


II). Applicants who are citizens of countries other than these may request a waiver from the English language admissions requirement if they completed a Bachelor’s or Master’s degree taught exclusively in English in Australia, Canada, New Zealand, USA, the European Union, UK, Iceland, Liechtenstein, Norway or Switzerland, or satellite campuses of US and UK universities, provided that applicants present a supporting document that the medium of instruction at the university is English.

 

Application Procedure

Admissions to Mundus MAPP are centrally administered by Central European University Private University.


You may only apply to one of the following mobility tracks:

  • CEU PU-IBEI track – Global Public Policy specialization

  • CEU PU-York track – European Public Policy specialization

  • ISS-IBEI track – Political Economy and Development specialization

  • ISS-York track – Governance and Development specialization


Candidates are required to fill in an online application form (see button below). Applicants do not need to pay the CEU application fee unless they apply for other CEU programs.
