🎓 Scholarship Overview

The Heydar Aliyev International Education Grant Program was launched in 2023 to commemorate the National Leader of Azerbaijan. Each year, 100 international students will be selected to pursue studies across Azerbaijani institutions, fostering international cooperation and human capital development.

📚 Eligible Study Levels & Duration:

• Preparatory Courses: 6 months to 1 year

• Bachelor’s Programs: 4–5 years

• General Medicine Programs: 5–6 years

• Master’s Programs: 1.5–2 years

• Medical Residency: 2–5 years

• Doctoral Programs (PhD): 3 years

🎁 Scholarship Benefits

Selected students receive comprehensive support throughout their academic journey in Azerbaijan:

• Full Tuition Coverage

• Round-Trip Airfare (economy class, once annually)

• Monthly Stipend: 800 AZN (approx. 470 USD) for accommodation, meals, and materials (10 months/year)

• Medical Insurance: 200 AZN (approx. 117 USD) per academic year

• Visa Support and Residency Permit

✅ Eligibility Criteria

• Nationality: Must belong to an eligible country listed in the call (OIC, NAM, SIDS, or culturally affiliated nations, see list of eligible countries on the list provided in this document)

• Age Limits:

- Bachelor’s & General Medicine: Under 35

- Master’s & Residency: Under 40 years

- Doctorate: Under 45 years

• Academic Performance: GPA not less than 70/100 or equivalent

• Language Proficiency: IELTS 5.0 (undergrad), 5.5 (postgrad), or equivalent TOEFL or medium of Instruction certificate

• Russian/Turkish: Language certificate or previous instruction in that language

• Azerbaijani: Proficiency in English, Russian, or Turkish required

📝 Application Procedure

Stage 1: Nomination by National Authorities Applicants must submit documents to their country’s Ministry of Education, Foreign Affairs, or Azerbaijani embassy by May 15, 2025. Use the nomination form linked in the official call document here

Stage 2: Centralized Online Application (SIACAS)

• Nominated candidates apply online at [portal.edu.az] between June 1–15, 2025, under the “Heydar Aliyev - International Education Grant” channel.

• Applicants may choose up to 3 programs at different universities.

• Completed nomination form

• Diplomas and transcripts (certified and translated if needed)

• Medical certificate (HIV, Hepatitis B/C screening)

• Valid passport

• CV or resume

• Language proficiency certificate (as per chosen medium)

• Motivation letter

• Awards and recognitions (if applicable)

Note: All documents must be in English, Azerbaijani, Turkish, or Russian, and submitted in PDF format. Translations must be notarized.
