GOI-IES Scholarships 2025 overview
The Government of Ireland International Education Scholarship (GOI-IES) programme supports high-calibre international students who wish to study at NFQ levels 9 or 10 (master’s, postgraduate diploma or PhD) in Ireland. The programme is funded by the Government of Ireland in partnership with Irish higher education institutions (HEIs) and managed by the Higher Education Authority. Under the initiative, 60 scholarships are awarded each year for one year of full-time study at NFQ levels 9 or 10.
Scholarship Key Details
1). Value and Coverage: The scholarship is fully Funded with 100% tuition fees waiver and it provides €10,000 per year on two installments to cover student costs and living expenses.
2). Duration: The scholarship is awarded for one year of full-time study and cannot be extended.
3). Eligibility: Applicants must have a domicile of origin outside the EU/EEA, Switzerland, and the United Kingdom. (Russian and Belarusian nationals are not eligible to apply).
4). Application Deadline: 05 March 2025, 5pm (Irish time)
5). Selection Results: Early June 2024
6). Commencement: Successful scholars are expected to commence their studies in either September or October 2025.
7). Awarding Event: An official awarding event for GOI-IES scholars will be held in spring 2026.

Scholarship Benefits and Support
Full Fee Waiver: The host Institution provides a full fee waiver for the scholarship year, covering tuition fees and registration charges.
Financial Support: The scholarship amount of €10,000 is intended to contribute towards student costs and living expenses and is paid on two installments of €5,000 each.
Professional Development: Fellows attend professional skills training and participate in the academic life of the EUI.

Eligibility Criteria
To be eligible for the Government of Ireland International Education Scholarship (GOI-IES) 2025, applicants must meet the following criteria:
1. Domicile: Applicants must have a domicile of origin outside the EU/EEA, Switzerland, and the United Kingdom.
2. Nationality Restrictions: Russian and Belarusian nationals are not eligible to apply due to the context of the ongoing aggression in Ukraine.
3. Academic Level: The scholarship is open to students who wish to pursue a master’s, postgraduate diploma, or PhD program.
4. Institution: Applicants must be applying to a higher education institution in Ireland that participates in the GOI-IES program (list above).
5. Admission Offer: Applicants must have a conditional or final offer of admission to that higher education institution at the time of application and will be required to submit a copy of same. Before submitting an application on the online system, applicants should make enquiries directly to the relevant HEI about the
eligibility of their course for GOI-IES.
6. Academic Excellence: Candidates must demonstrate outstanding academic performance and have a proven track record of achievements in their academic and professional endeavors.
ℹ️ Should an applicant be in receipt of more than one offer, separate applications may
be submitted for each course offer. A maximum of three applications can be submitted. The three-application submission limit applies to all applications submitted, even if some of the applications submitted are ineligible. It is the
candidates’ responsibility to check that they meet the eligibility criteria detailed in this
Call document and in the 2025 GOI-IES FAQs and that they do not submit ineligible
applications.
Applicant Profile and Assessment Criteria
Applicants are expected to demonstrate:
A record of outstanding academic achievement;
Excellent communication skills;
Participation in extracurricular activities, for example, humanitarian work, politics, arts or sport;
A strong rationale for pursuing their study in Ireland that indicates how a GOI-IES would align with their longer term goals.
Application Procedure
The application for the Government of Ireland International Education Scholarship (GOI-IES) basically goes through two main steps:
1). Application for an Admission to an eligible institution :
Choose a suitable master's, postgraduate diploma, or PhD program at a participating Irish higher education institution and submit a formal admission application. You will have to do your research and find the programme that best fits your aspirations within any of the institutes mentioned above. To proceed to the next step you should receive a conditional or final offer of admission from the university you applied for.
Should an applicant be in receipt of more than one offer, separate applications may be submitted for each course offer. A maximum of three applications can be submitted.
2). Scholarship Application:
Now after you have secured a conditional or final offer, you can start your scholarship application through the official online application portal of GOI-IES.
All applications require two references to be uploaded by the applicants via the online portal. It is recommended that candidates submit their applications well before the deadline, to avoid technical issues due to heavy server traffic on the respective day. Applications cannot be submitted once the deadline has passed. No alterations can be made to an application once it has been submitted.
