The Dalian University of Technology (DUT) has announced that applications are open for the Liaoning Government Scholarship for the 2025 academic year. This prestigious opportunity is designed to attract outstanding international doctoral students who wish to study in China.
Scholarship Coverage
Recipients of the Liaoning Government Scholarship 2025 at Dalian University of Technology will receive the following benefits:
Tuition and accommodation fee waivers for the entire duration of the program (3 years)
Monthly living stipend of 3,500 CNY for PhD students
Insurance coverage in line with Chinese regulations (Around CNY 800/annum).
Eligibility Criteria
Non-Chinese citizens, in good health;
Have a master's degree recognized by the Ministry of Education of China, and be no older than 40 years old;
Excellent academic performance, and need to be recommended by two professors;
Not receiving other types of scholarships from the Chinese government at the same time
English Language Requirements
English-Taught Program requirement of English proficiency certificate as following：
To submit a TOEFL or IELTS transcript, in principle, the score must be 80 or higher, and the IELTS score must be 5.5 or higher;
Certificate that the language of of instruction in the previous stage is English;
Applicants from countries where English is the official language are exempt from certificate of English language proficiency;
If the applicant cannot provide the above certificate, the supervisors and department could evaluate your language level according to the interview or written test.
Application Procedure
To apply for the Liaoning Government Scholarship 2025 at Dalian University of Technology follow below steps.
🧾 1. Prepare the Following Documents:
Highest Diploma (Notarized): University students should provide a current study certificate. Documents in other languages must be translated and notarized in Chinese or English.
Academic Transcripts: Transcripts from the undergraduate level and beyond, sealed and issued by the relevant university department. Non-Chinese/English transcripts must be translated and notarized.
Study Plan (1,000+ words): Must detail the intended research field and be signed by DUT supervisors. (See sample here)
Two Recommendation Letters: From professors or associate professors at the applicant’s previous university.
Foreigner Physical Examination Form: Ensure all required sections are completed, including the cross-page stamp and physician’s signature (download form here)
Blood Test Report: The Blood Test Report should include results of HIV、Syphilis/V.D.R.L, HbsAg and HCV.
Photocopy of passport photo page and one blank visa page
Language Proficiency certificates (where applicable)

2. Submit the application on DUT Website :(http://iso.dlut.edu.cn/) and select the project "Scholarship";
