TAGDev 2.0 Scholarship Overview
The TAGDev 2.0 (Transforming African Agricultural Universities to Meaningfully Contribute to Africa’s Growth and Development) Programme is a 10-year initiative (2023-2033) that strengthens universities and TVET institutions to support Africa’s young people in agricultural and agrifood system transformation. The scholarship focuses on students from marginalized communities, conflict and post-conflict areas, and those committed to using their education to create economic and social impact in agriculture.
The programme prioritizes leadership, entrepreneurship, community engagement, and practical learning through internships and field attachments. Selected scholars are expected to become change-makers in their communities, fostering economic empowerment through agriculture and agribusiness.

TAGDev 2.0 Scholarship Eligibility Criteria
To be eligible for the TAGDev 2.0 Scholarship at Gulu University, applicants must:
Be a national of Uganda or an East African country under the East Africa Higher Education Protocol (Uganda, Kenya, Tanzania, Rwanda, Burundi, South Sudan).
Be economically disadvantaged, from marginalized communities, or from conflict and post-conflict areas.
Be under 30 years old for undergraduate programmes and under 35 years old for master’s programmes.
Have completed secondary school (for undergraduate applicants) or a relevant diploma/bachelor’s degree (for master’s applicants) within the past two years. Refugees and internally displaced persons must have completed their last academic level within the past four years.
Meet the admission criteria for the chosen programme at Gulu University.
Demonstrate a strong interest in agriculture, agribusiness, and entrepreneurship.
Show leadership potential and commitment to community transformation.
Not be a recipient of another scholarship. Students holding multiple scholarships will be automatically disqualified.
Former beneficiaries of TAGDev scholarships are not eligible to apply.
Application Procedure
Step 1: Apply for Admission to Gulu University
Submit an application for admission through the Gulu University online application portal
Register using an email or mobile number and follow the provided instructions.
Complete the admission application form and upload certified copies of academic documents.
Step 2: Apply for the TAGDev 2.0 Scholarship via RUFORUM
Access the RUFORUM Information Management System (RIMS) Portal
Create an account and verify via email.
Log in and navigate to "Calls > Scholarship Calls."
Select Call ID: RU/2025GuluUniv./TAGDEV2.0 and click "Apply."
Fill out the scholarship application form and upload required documents.
Download and print the completed form for submission with your university admission application.
