Program Overview

The Hungarian Bilateral State Scholarships aim to support international students in acquiring high-quality education in Hungary. The program enables participants to study various disciplines in the arts and sciences. Scholarship recipients can choose programs conducted in Hungarian or other foreign languages, and a preparatory year for Hungarian language training is available for eligible students.


This scholarship is unique in offering full financial support for higher education studies in Hungary. Applicants benefit from the opportunity to immerse themselves in Hungarian culture and language while gaining a world-class education. The application process includes submission to both Tempus Public Foundation and, in some cases, the respective sending country’s scholarship organization.


Available scholarship types

  • Bachelor or master or doctoral semester/partial studies (3-10 months)

  • Full degree bachelor or master or doctoral studies (36/24/36 months respectively)

  • Short or long-term study visits (3 days - 6 months)

  • Summer courses (2-4 weeks)

 

Partial Studies and Summer Courses

In addition to full degree programs, the Hungarian Bilateral State Scholarships 2025/2026 also provide opportunities for students to pursue partial studies or participate in summer courses.


1). Partial Studies:

Students can apply to spend a semester or academic year in Hungary, allowing them to gain international experience and immerse themselves in Hungarian academic and cultural life. Partial studies must align with the student’s current academic program and require approval from their home institution.


2). Summer Courses:

Scholarship holders may also apply for short-term summer programs, which offer intensive learning experiences in various fields of study or focus on Hungarian language and culture.


Applicants interested in partial studies or summer courses must meet the same eligibility requirements and apply through the Tempus Public Foundation's online portal. These opportunities are ideal for students seeking a shorter-term academic experience in Hungary while enhancing their knowledge in specific areas.

 

Program Benefits

  • Tuition fee: Fully covered by the Hungarian government

  • Stipend:

- Bachelor’s/Master’s: 56,600 HUF/month

- Doctoral: 140,000 HUF/month (1st and 2nd years); 180,000 HUF/month (3rd and 4th years)

  • Accommodation: Dormitory placement depending on university capacity, otherwise covered by the scholarship-holder

  • Healthcare: Full healthcare coverage under Hungarian law; EU students must bring a European Health Insurance Card

  • Hungarian Language Preparatory Year: Available for applicants pursuing studies in Hungarian

 

Eligibility Check

The Hungarian Bilateral State Scholarships 2025/2026 are open to the following individuals:

1. Citizenship:

  • Applicants must be foreign nationals.

  • Citizens of countries with bilateral agreements with Hungary may apply as nominees of their national scholarship organization.

  • Citizens from countries without bilateral agreements can apply directly to Tempus Public Foundation.

2. Education Level:

  • Applicants must hold a secondary school diploma for bachelor’s programs or equivalent.

  • For master’s programs, a bachelor’s degree is required.

  • For doctoral programs, a master’s degree is mandatory.


3. Age Requirement:

  • Applicants must be at least 18 years old by September 1, 2025. There is no upper age limit.


4. Language Proficiency:

  • A B2 level proficiency in Hungarian or the language of instruction is required. If the chosen program is in Hungarian, applicants without a B2 level are eligible for a one-year preparatory course.


5. Other Requirements:

  • Applicants must meet the admission requirements of their chosen Hungarian institution and successfully pass the entrance exam (if applicable).

  • Candidates with a strong academic background and demonstrable interest in their field of study are encouraged to apply.



Ineligibility:

The following individuals are not eligible to apply:

  • Those with permanent residence in Hungary or who are in the process of applying for such.

  • Applicants already enrolled in the desired program at a Hungarian institution.

  • Beneficiaries of other Hungarian or EU scholarships for the same study period.

  • Individuals who failed to fulfill obligations (e.g., final reports) for previous bilateral scholarships.

 

Application Procedure

Before applying for the scholarship, students must apply directly to their chosen Hungarian university in addition to submitting their scholarship application to Tempus Public Foundation. A successful entrance exam or admission to the university is a precondition for being awarded the scholarship. The university's acceptance letter confirming your admission and program details is required as part of the application process.

Applicants are responsible for contacting their chosen university to learn about specific admission requirements and deadlines.

After securing your admission, you can follow below steps to apply for the scholarship:


1. Register and apply

Register a new account and apply online at Tempus Public Foundation’s portal


2. Complete and submit the application form

Complete the online application form and submit it after uploading the required documents, including:

  • Valid passport or ID

  • Proof of language proficiency

  • Copy of the highest academic qualification Motivation letter (1–2 pages)

  • Preliminary acceptance letter from a Hungarian institution

  • For doctoral applicants: Detailed work plan and two recommendation letters
